I am concerned that the CA engine regulations may end up removing a
majority of passenger sportfishing and whale watching boats from
service. It is my understanding that the regulations are based on
technology that does not exist yet or is not compatible with a
majority of existing vessels in these industries.  Further there
are concerns with implementing regulations whose safety is still
unproven.

With implementation and the expected fleet decline, participation
will also decline.  California fishing license sales will decline
as will the revenue they generate for California Department of Fish
and Wildlife conservation and fishery programs.
