To Whom It May Concern;

I am a retired individual who enjoys sportfishing occasionally. I
go out on local boats to enjoy a day on the water, maybe catch a
fish for dinner. This not only helps me but the economy as well.
So much has already been taken away from the average Californian
and it has not made this state better to live in. One more law to
impact businesses , state licensing fees, sporting goods, citizens
etc.
Please reconsider or amend the regulations you are proposing to
exclude existing  boats.
