Dear California Air Resources Board,

Please do not proceed with chc2021 as written.  

I am a University of California trained marine biologist,
fisherman, and lifelong lover of the Eastern Pacific Ocean.  I have
also worked on CARB sponsored aquatic biology research studies.  

I do not believe that the current regulation is well conceived.  In
fact, chc2021 will severely harm our coastal recreation industry
(whale watching, sport fishing, and sightseeing), while not
addressing the greater sources of air pollution.  I believe that
alternative verbiage proposed by the Sportfishing Association, as
well as regulating international shipping emissions would do more
to achieve the air quality objectives while preserving recreational
opportunities in California.

Please, reconsider.  You can do better.
