To whom it may concern,

Please reconsider the proposed regulations for commercial
watercraft emissions.  Putting small operators out of business for
what are widely regarded as inconsequential impacts on climate
change is short sided and destructive to the long term benefit of
California's economy. California can still be on the leading edge
of addressing climate change by implementing more thoughtful
watercraft regulation that considers the economic impact to small
business.  Grandfathering in existing operators and allowing longer
phase in periods would allow these businesses to plan and budget
for the changes that they will eventually need to make.  The rate
of implementation in the proposed regulations are extreme,
unnecessary and damaging to the citizens of our state.
