Please, reconsider the proposed action against the Sport-fishing
Industry.  

Please, listen to the citizens of California who earn their
livelihoods on the ocean, and those who enjoy chartering days on
the water in pursuit of game-fish.  

Please, avoid taking your apparent intended action in that it
appears illegal per se as an arbitrary and capricious, per se
illegal taking of property and livelihoods of thousands of men and
women who, across the board, have a heightened regard for the ocean
environment insofar as they earn their livings on the open water.
