The bureaucrats at CARB are compelled, like a computer program, to
"progress forward" to continually tighten restrictions on CO2
emissions.  Given enough time in years, they will regulate human
respiration.  Note - The CDC through the Covid hysteria has
effectively done just that with mask mandates that cause people,
including pregnant women and children to "recycle" their own CO2! 
Insane!  It's also probable that both organizations ultimately take
their "orders" from billionaire oligarchs who are "purchasing"
Agenda 2030 delusions.  Never mind the diminishing returns on
ever-tightening restrictions.  Diminishing returns that will likely
negate any minuscule "improvements" in efficiency, through the
destruction of existing boats and construction of new, expensive
ones.  No mention is made of the destruction of livelihoods and the
massive number of fishermen who will be deprived of much needed
recreational opportunity.  Many of them will be "forced" to
purchase their own personal crafts, further eliminating any
environmental gain.  Stop the insanity! We're not robots, to be
regulated for pure efficiency.  We need to be able to fish.  For
fun.  For food.
