I am a fisherman in southern California and I enjoy going out on
sport boats to fish often.  I think that if these new amendments
are put into place they will devastate the sportfishing industry
all over California not only for sport boat owners who cant afford
to make the changes for these proposed amendments but also for
their customers like myself who will not be able to afford the cost
increases that will happen due to the changes.  I'm sure other
commercial fishing boats will be affected as well which will cause
prices to rise for the consumer.  I feel that the number of
commercial boats in CA is minimal compared to the number of
vehicles the road and forcing them to make expensive changes that
aren't feasible for most boat operators will cause more harm than
good. It will deprive people of work, income, opportunities to
fish, cost increases etc.  If any changes are to made they need to
consider the livelihoods of not only the boat operators but also
their consumers.  I think the current proposed amendments doesn't
do any of that since the feasibility report stated that vessel
replacement will be likely especially for wood or fiberglass
boats.
