Dear CARB;
I am retired and am an ardent recreational angler, scuba diver and
conservationist.  I support all well planned, efficient and
effective regulations to protect our environment.  I supported all
of the original CARB regs implementing clean gasoline and diesel,
catalytic converters, ethanol, etc to help air quality.  Thanks to
CARB regulations California enjoys cleaner and healthier air than
ever.

CHC2021, however, is terrible.  If fully implemented these
regulations would have a trivial positive impact on the
environment, but would cripple an entire industry and negatively
impact all Californians and out of state tourists who enjoy sports
fishing and diving in California.  The total pollution caused by
these older boats is negligible in the grand scheme.  

The millionaires and billionaires won't be affected.  They will
continue to use or charter their luxury yachts.  This law will have
a huge disproportionate affect on minorities and poor folks who
will not have access to private or charter yachts and will not be
able to afford the huge increase in prices if these regulations go
into affect.  Prices will dramatically increase because of the
change in supply and demand - boats will go out of business
reducing the supply of boats.  And owners making the investment
will have to dramatically increase their prices to pay for the
capital investments required by the regulations.

Please reconsider this very bad, very ineffective and very
inefficient regulation.
