Your proposal is a recipe for disaster and doomed fishing
industries, whale watching and giving access to fishing the ocean
by recreational anglers.  The emissions from boats is a drop in the
bucket compared to other polluters. There are many fatal
consequences to putting your plan in action.  Namely the end to
commercial fishing, the end to sportfishing charters to take
anglers out for outdoor recreation and fishing to feed their
families quality fish.  Reduction is fishing licenses which help
fund critical offshore and inland conservation and fishery programs
which are essential to environmental sustainability and access to
plentiful fish. Your own feasibility study shows how disastrous
this plan will be.  Please go back to the drawing board and come up
with something that doesn't destroy the fishing industry for both
commercial and recreational fishermen/women.
