I am very concerned reagrding the attempts to destroy off shore
fishing and whale watching by mandating untenable restrictions on
boat owners to change boat engines.  Due to the design of
"acceptable" engines, boats will have to be replaced which are far
too expensive for small operators.  

This will further aggravate critical offshore and inland
conservation program funding as fishing licenses will no longer be
purchased depleting funding.  These programs are essential to
sustainability and access to plentiful fish.
