Comment | I reviewed the "Initial Statement of Reasons" with particular attention to the new CPFV category of vessels. It is my opinion that the proposed regulation will put most Commercial Passenger Fishing Vessels out of business as most will not be able to comply with the regulation, even given the allowable extensions. The section "California Employment Impacts" may paint a rosy picture for shipyard operations and mechanics, but the many businesses that support the Commercial Passenger Fishing Vessel industry on a daily or weekly basis will be negatively impacted. The CPFV industry is a small industry with little environmental impact compared to the other industries that are affected by this proposal. I believe that identifying a set of criteria for providing an exemption for these small businesses will allow them to continue to operate. However, I suspect that CARB has little regard for these small operators and will regulate them out of existence. |
