CARB,

The only way I can see the commercial industry (sportfishing,
island tourism, etc.) being able to comply with the tier 4 emission
standards is by offering grants to purchase tier 4 compliant
engines and offering those engines to the commercial fleet similar
to what is currently being offered. Otherwise, I'd suspect the
current boat owners will most likely lose their business due to
having insufficient funds to purchase these engines. In addition,
the assumption also assumes the tier 4 compliant engines are even
compatible the boats allotted engine room space and ventilation. It
will be really sad that whole commercial industries will go
bankrupt in order to comply with a ill prepared and poorly thought
out plan. This is America and we as Americans should work together
verses against each other in order to make this a better and safer
place.

Please think this through and come up with a sensible & reasonable
plan and approach to this problem.
