Comment | The proposed passenger boat regulations under consideration by CARB are draconian and will crush an entire industry, most of which is made up of small independent owners and businesses. This, in turn, will affect the thousands upon thousands of Californians who love to fish, whale watch, and otherwise enjoy time on the water. While protecting California's air quality is important, consideration must be given to the massive negative impacts to those affected. I ask that you consider a step-wise approach to achieving CARB's mission and goals. Implementation of new regulations must be incremental so as to provide reasonable time and opportunity for compliance. Honest consideration must be given to the fact that these CARB regulations require more than 80 percent of passenger sportfishing and whale watching vessels to be removed from the water because boat owners can't comply with regulations that mandate technology that does not exist (much less proven safe at sea). Don't destroy local businesses and local economies. There must be a better way. |
