This law is simply crazy you know by implementing this law you are
putting hard working people out of business. it will also increase
costs to the regular fisherman and stop them in their tracks from a
sport that means everything to them. 
How would it be for a family that always has crab on their table
when it comes to Christmas and now that dinner will cost the family
not $100 but $500 dollars the increase in costs alone will stop
them from their tradition. 
A fishing trip now costs a days pay for most fisherman and to put
this law into affect would mean that the fisherman now can't afford
to go because the cost is simply too much for a struggling family.
In my youth I fed my family with the fish and game that I got and
it helped the budget out. Now the cost will mean only the rich can
fish and hunt....What a STUPID law
