These regulation that are being proposed are un ethical and un fair
to all involved  for years familys introduce their children to the
ocean thru the charter fleets, pass it on from generation to
generation . Not to mention the lively hood of the owner operators
that provide this service as their livelyhood  and as stewards of
the ocean, which is over regulated already ! If this is put into
effect it'll all be just a memory . Families that rely on sport and
commercial fishing and whale watching do not have the resources to
accomplish this un realistic regulation that you guys are proposing
