Dear California Air Resources Board, 

Please reject the Newsom Administration's proposed passenger boat
regulations that require new engines and technology. I do not
believe that this proposal is feasible from a safety, financial or
operational standpoint. The aim of the proposal is noble, but the
implementation is too sudden given how extensive and far-reaching
it is. Please consider a more gradual phase-in of new requirements
that will not harm the vast majority of boat owners who could not
afford the new requirements, safeguard access to the ocean by the
millions of low-income citizens who depend of charters, and protect
the coastal communities who depend on the tourist dollars that
would rapidly disappear.
