To whom it may concern,

I am very concerned about the new proposed regulations regarding
required upgrades to existing fishing vessels.  I am a long time
deep sea fisherman who certainly has been a beneficiary of these
activities.  I have enjoyed for many years the joy of fishing, not
only individually but with many members of my family.  The new
proposed regulations will be a tremendous cost to the fishing boat
captains, and the majority of them will either go out of business,
or have to drastically increase their prices.  This is a no-win
situation for the fishing industry, and will have a negative
economic impact on San Diego in general.  I would ask that you
please reconsider these regulations in light of the negative
consequences.
