The proposed changes to the sport fishing fleet are not only
without merit, as they are currently not available to a majority of
the fleet, but would restrict the constitutionally guaranteed
access to utilize the resources of California. The vast majority of
anglers utilize sport boats to fish our ocean waters and without
this fleet of boats would be unable to do so.  Also the proposed
"fix" of just increasing prices to cover the costs would not work
and restrict access to even the local boats to the very wealthy. 
This would result in a collapse of the billion dollar fishing
industry as well as an extensive loss of jobs.
