As a saltwater sports fisherman for over 50 years, I want to
IMPLORE you to not pass this legislation requiring unreasonable
changes to the laws regarding engine emission regulations that will
effectively end almost all of this valuable industry in California.
We have already seen that when these kind of measures are imposed,
people simply change their location. The vast majority of these
boats are owned and operated by small businessmen, who cannot
afford to completely overhaul their boat to meet these standards,
and CERTAINLY cannot afford to purchase a new boat which may have
the required equipment. They will then take their existing boats
and go 20 miles to Baja California, either Encidada or Puertoctias
and operate their boats from those Mexican waters. And hundreds of
thousands of enthusiasts like myself WILL go there to patronize the
same boats, only out of a different location. The point being,
there will be no actual reduction in emissions, they will simple be
done several miles away. Please don't destroy a legacy California
industry!!
