I am all for improving air quality in California but the current
legislation you have imposed on recreation Sportfishing boats has
gone too far. These boats are family owned and not funded by giant
corporations. They operate on slim margins in a seasonal workflow.
They owners have already agreed to make concessions by upgrading
their engines to tier 3. 

The goal of CARB is to reduce pollution and improve air quality. If
you continue with the current legislation these boat owners will
have their boats value reduced to near scrap. Lastly, these
sportfishers will change their vessels, to gas powered outboards
and run more units which will combine to actually increase
emissions from their current levels.

With all these regulations being imposed on hard working family run
businesses there has been ZERO action on the 100 or so ships
sitting outside the Port of LA/Long Beach running their unregulated
diesel generators for weeks at a time. Please focus your
legislations on the big targets and leave the small fleet of
recreational sport fishers alone until more Tier 4 engines are
available and already fitted in vessels that are made for them.
