Comment | I believe this step is a big over reach. Your new requirement will put countless family operations out of business. In the past this sort of large step forward would be done through a "grandfathered" process. Any new boat purchased would be required but not on exciting boats. This would give the boat owners time to plan on this purchase. The last time a major upgrade on diesel motors was enacted the state paid for the new motors and the boat owners paid for the installation. Many boatowners are still paying off the loans they took out to pay for that upgrade. To saddle these owners with an even larger expense on equipment that may not even fit in their boats is irresponsible on the part of CARB. Upgrades to boats with diesel engines may be necessary but should be grandfathered in and applied fairly across all class of boats not just passenger carrying. I feel your arbitrary actions could well put the sport fishing party boat industry out of business. Should that happen due to your over reach it is the skippers and the fisherman of California that will suffer. Capt. James Cox Retired |
