tourist economy 
Boats 90%+ operate off shore with brief bay transit
Economic reality makes retro fitting old boats impossible 
New boats don't "pencil out" there will not be any
Actions like this hurt the cause of clean air
Give environmental proponents a bad name
Didn't you exempt the big polluters and now pick on the little
owner operators
that are powerless.
This is a serious misjudgment and abuse of regulatory authority 
The boats have little to no effect on ambient air quality 
Wind displaced and dilute any pollution 
All existing boats need to be grandfathered 
Plus this is legal liability for you for a regulatory taking
It is not to late to reconsider and return to stafff for more
consultation 
with the stakeholders
