As a sensible human being and not a fisherman, the proposed
regulations on family owned fishing boats and whale watching boats
is completely irrational.  I can think of hundreds of other
industries, from the huge tankers sitting off Long Beach port, to
the hundreds of private planes that fly over my house daily, that
cause significantly more pollution and emissions than a few fishing
boats. Let's be more sensible about this and either go after the
real polluters or give these family owned businesses a chance to
make a living.
