Good morning, I am writing to express my opposition to CHC2021. I
have fished with San Diego's sport fishing fleet for over 45 years.
My family has worked in the fleet as well, my father and my brother
are both USCG licensed captains who have worked on boats in San
Diego and Oceanside harbors. Even though my family has owned
private boats for most of my life, I regularly use the sport
fishing to get access to fishing grounds outside the reach of our
smaller boats.

The sport fishing industry not only provides a living to the owners
and crews, it also provides a lifeline to its customers. I have
gone on veteran trips where veterans are able to leave their
worries and issues on shore and get a much-needed break. As a kid,
I went on many whale watching trips with kids from charter schools
who would not have access to these trips without the generosity of
the sport fishing fleet.

This proposed regulation is not feasible from many perspectives and
would likely put much if not all of the fleet out of business. I
would ask that CARB please reconsider and work with the sport
fishing industry to find alternative measures which promote a
cleaner environment but which also allow the fleet to keep
providing opportunities and adventures for the citizens of
California.
