The time table on this is ridiculous. The engines required here are
not in production.  If they were, most of the vessels that are
impacted are older - 30 to 40 years. Those engine rooms do not have
the real estate to install one even if they were available.  So, is
the plan here to put thousands of vessel owners out of business. 
If so, does the hierarchies know how many people would loss income
and this also impacts TAXES collected.  For every one of these
vessels many other business associated with boating will also
suffer greatly.  Do the math!  This also has a heavy impact on
tourism.  You just can't flip a switch and all can comply, there
has to be a reasonable time of transition.
