Please don't allow the CARB mandate.
It makes no sense to apply regulations that are technologably
unattainable for these small buisnesses.
Work with the boats over a longer period of time to achieve the
ultimate goal of becoming cleaner.
These small fishing fleets being targeted surely are not the
problem in the bigger picture.

As fisherman and stewards of the sea we all want the resource to be
sustainable and clean. We all need to work together to achieve that
goal by making these goals reasonable and attainable.
