The ocean and waterways of California are amazing resources and
this is short sited legislation that will only benefit the rich.  
This will limit the people who are able to get out and experience
the ocean safely.   I go out on the ocean often and the marinas are
filling up with multi million dollar private boats that sit ideal
99% of the time while public docks get swallowed up and fewer ways
for the general public to get out and see the water ways.
