   As a small business owner of a deli at a sportfishing landing I
have seen many youngsters start fishing and grow up to be current
boat owners. Some of them have just recently been able to buy into
boat ownership.  If this ammendment comes to be they along with
many other boat owners throughout the state will lose everything,
as would I myself as I depend on their passengers for business. 
   I have also witnessed many a young child enjoy the experience of
ocean fishing, that will be lost to them and many future
youngsters.
