| Comment | The Amendments to the Commercial Harbor Craft Regulation as proposed will have a serious negative impact on the many individual and small family operators of commercial passenger sport fishing and whale watching boats in California. Under the proposed regulations, the majority of these will not be able to continue operation. This will have a major economic impact on the sport fishing industry and will remove the ability of people to continue to enjoy these activities. |
