I totally agree we need to do more to protect this earth. Thay
being said, to make almost 200 companies buy new boats to be 
Compliant with a law you are trying to pass is crazy. Small
business have already taken a huge toll and now you want to crush
them. It's simple, do what you guys do best, "borrow" more money
from the federal government, and buy these comapnies these new eco
friendly boats. What's another 5 million dollars to you guys? It
means the world to the people who own these boats, and to the
people like me who already don't like the outrageous price it is to
go fishing or whale watching on a charter boat.
