Dear CARB,

While reducing emissions with the advent of Catalytic Converters
for passenger vehicles in the 1980's was a great benefit to the all
citizens, unfortunately there currently is NOT a cost effective
solution for the marine charter boat industry.  Unless CARB foots
the bill to replace all commercial marine engine packages in
California, the expense for owner/operators and charter companies
to comply is cost prohibitive. Even if operators were able to
charge 3x for ticket prices to offset the cost of new engines, the
public would balk at such an increase to take their loved ones for
a day on the beautiful Pacific Ocean. 

I respectfully request you to stand down on this ill conceived idea
that owner / operators can absorb this type of unnecessary expense.
This would effectively kill the charter boat industry in
California. The public deserves the basic right to access our
public natural resources such as the Pacific Ocean.
