The requirement to replace existing engines in sport boats needs to
be further reviewed. Accordingly, what percentage to these small
numbers of craft contribute vs. the loss of ocean access and
collapse of the fishing and whale watching industry? 
As an avid fisherman I ABSOLUTELY love and respect our environment,
but we need to look at alternate measures to offset this mandate.
Can we measure the boats similar to cars and set realistic
emissions based on hull design?
