Focus forst steps on reducing Opacity from Ocean vessels, using
technology to measure opacity on and out of port, from the port
towers, with cameras.  This will tage problem vessels, making the
public aware of the brands aboard will assure compliance from the
transport vessels.  Inexpendive, simple, accurate, repeatable, and
the acute impact to the population, controled, sooner rather than
later.

Technically, measuing opacity from distance is not only achievable,
but reliable and consistent.
