The people of California as well as businesses have suffered great
losses through this pandemic and creating and enforcing new
regulations will take sport fishing and whale watching over the
brink.  With so few outlets for adults but more importantly our
youth, this would be one more positive activity for our young
adults to engage in during a time where Many lack positive outlets
to keep them from drugs and violence.  Please reconsider this
proposal which is not only currently unreasonable, but currently
impossible with current technology available
