I fully understand the need to continue to change regulations to
protect our environment but it should be done at a pace which does
not put economic strain on businesses in Ca.  This engine
modification regulation for passenger boats should be phased in as
old boats come to end of life and require new boats to meet
regulated requirements.  
Stop destroying small business and jobs in Ca.  The state
population is starting to drop for the first time ever due to
regulations and Ca. unfriendly business environment.
Phase this new regulation in on end of life for boats, not
retrofit.
