Just wanted to note that I am 100% against this proposal. 
California is picking the wrong solution to the pollution problem
by targeting sport boats. The proposed harbor craft regulations
will disproportionally impact commercial passenger sportfishing
boats who will have to comply beginning January 2023, instead of
after the lifespan of existing boats or engines have expired.

California Air Resources Board's (CARB) own admission, the proposed
regulations will likely remove passenger boats made of wood and
fiberglass from service. This would apply to over 80% of all boats!
If boat owners can't afford to spend millions of dollars for new
metal boats --- or you can't or won't pay twice as much for boat
tickets to pay for the new boats, boat owners will be forced out of
business.
