Dear board members,
I am writing to you as a concerned Californian, this proposed
regulation is going to be putting small business owners out of
business. Small business is the backbone of our local economy. The
problem will reach even farther than just the small business
owners, you're also taking away an amazing resource from the
community.  I grew up fishing on local sports boats along with so
many others.  This resource is so important to our community.  Not
only does it create an avenue for families to share memorable
outings, it also gives us the ability to teach kids the importance
of taking care of our oceans.  You will be taking this away from
us.  Those businesses that are able to survive will have to
increase their costs to the point where the average family will not
be able to afford it! You cannot allow this to happen. I urge you
to look at this and consider the negative impacts you will create. 
I'm sure that there are other industries you can look at that are
much worse polluters.  Do not pick on the small businesses, you
should be supporting them and the communities they serve!
