Okay try to rap your head around this.  These new regulations will
put enough pressure on the majority of boat operations I know of to
put them (captains and crews) out of business.  Besides the
hardship it will put on people in this business and the loss
revenue that the State will face, lets give some thought as to
recent events and how this will impact the very same people.  The
recent oil spill of 150,000 gallons off Southern CA will and has
impacted the marine environment to a point that it will take years
to recover.  This spill is and will continue to effect the very
same people that this initiative is attacking.  Don't you think at
this point we should be helping these very same people instead of
putting them under more restrictions.  Instead of hurting people
who need a hand with more regulations maybe we should give them a
helping hand at this point?
