Comment | Strongly request CARB reconsider the scope and timing of emission regulations for California sportfishing and whalewatching boat. The onerous nature of the current regulations would remove 80% of existing vessels from service while dramatically increasing the costs for California residents and out-of-state visitors to fish or whale watch. There will be negative effect in the 10's of millions of dollars to local and the state economies. The goal of reducing emissions is laudable and, in my opinion, necessary. To do so in such precipitous and draconian fashion is unfair to the owner/operators of the boats effected, and the fishing landings they call home. Further, those of us who responsibly enjoy the bounty the sea gives us will be forced to obtain that resource from other suppliers. That will in turn will lead to more rapid depletion of resources nation and world-wide. Recommend that boat owners be given a phased time-line for complying with the CARB regulations, over a five to 10 year period. This is in keeping with many other emission regulations implementations in CA and is more inherently fair. |
