I have a masters degree in marine biology from Stanford U, and have
always been a staunch conservationist. Given that I still believe
that the proposed requirement for fishing and whale-watching boats
to get tier 4 engines installed is completely unfair and will
result in the destruction of the local recreational fishing
industry. The boats are not able to support such engines and the
owners certainly cannot afford to purchase new boats and stay in
business. The current fleet should be grandfathered in.  I support
many conservation groups that are working to save our oceans and I
also love to fish for salmon on a local party boat. Please don't
destroy our local fishery and whale-watching fleet. Participation
in the activities provided by these boats turns people into
conservationists. We don't want to lose that.
