This proposal is another example of trying to look like one is
solving a problem by making life difficult or impossible for the
small user, possibly destroying the small businesses of sport craft
and small line fishermen while not addressing the truly large
polluters. This is the LAST place to start this clean-up. We have
huge vessels polluting the ocean, but they are overlooked because
they are big business and line pockets. This looks like a way of
looking as though the problem is being addressed without addressing
the larger problem and, once again, making the individual trying to
make his or her way pay the price fo looking as if the problem is
being addressed. This should be the LAST line of correction. Save
the small fisherman.
