There Board needs to consider regulations that can be implemented
without causing injury to business.  Passing such a regulation
without a plan for those effected to meet compliance in a
reasonable time period and to have financial assistance programs in
place before implementation.  But there needs to be a follow up
program to verify regulations being implemented without hardship
and business loss.  If there is harm the program needs an cess and
desist clause such that changes can be made and proven effective. 
To offend regulations are made without hastialy to meet some
internal agenda.  Stand up and make the system before such that
business and air quality goals can both be met.
