This proposal of retrofitting commercial boats in order to reduce
carbon emissions is ludicrous and will offer little more than a
drop-in-the-bucket toward reducing world wide carbon emissions.

While the US, and California in particular, take draconian measures
to attempt to reduce carbon omissions, China and India continue to
greatly increase their  carbon emissions daily. And in fact China
just increased their child birth policy from one just a few years
back, to three. If you know anything about geometric growth, you'd
know that the extreme measures the US is taking to reduce carbon
omissions will pale in comparison to the emissions increase due to
this policy change in China.

Please stop this ridiculous policy which will do little more than
destroy the livelihood and recreation enjoyment of many
Californians while doing virtually nothing to impact the global
footprint of carbon omissions.
