To whom it may concern. It is my opinion that by changing the rules
as usual, you will put the public in chains. By making people bow
to what a few want is never good. The commercial fleet puts out
more pollutants by way of staying out day and night with their
engines running to support their equipment and keep floating. The
higher prices you state on the fishmonger are always passed to the
public as in all foods at a store. When trucking pays more
customers pay more and so on as it goes but you knew this already.
The air in California is also polluted by the winds that blow our
way from the open ocean but you know this also, you need to make
stricter laws to make sure less people have jobs that you  don't
agree with. By putting people out of work will never solve a
pollutant problem when wind still blows and other peoples
pollutants are in the air we breath. So the other countries that
pollute our air don't need to worry as we will cease to exist, and
the lobbyist that pay you will keep the big commercial ships afloat
with no new regs. for them. That's the way government works nice.
