I understand that the new law will help keep the ocean clean and I
am all for that.  However there are a lot of sportfishing boats and
other commercial boats that people enjoy going on that will either
put then under due to the costly repairs to retrofit their boat so
exhaust is not dumped into the water.  If this new law does go into
affect you have to write in a clause where it will give people time
to upgrade and retrofit their vessels if not you could sink an
entire industry.
