To whom it may concern,

As I am sure you are well aware, the California fleet of
recreational fishing boats is a truly unique entity -- not found
anywhere else in the US. Sure -- other places have recreational
boats, but not like here. 

Each boat represents an enormous source of income to the community.
From the individual scooping sardines out of a bait barge into the
bait holds to the captains and crews that provide that bait, to the
shops, restaurants, and hotels around the landings. Each of these
individuals and businesses rely on those vessels to thrive. 

Also the amount of money that each angler invests in a trip is
astounding -- from rods and reels, to tackle and food -- the total
dollar spend is tremendous.

If CARB legislates emissions and other requirements that would
force these vessels out of service, or require them to buy and
install new engines to comply, it is likely that 80% + of the
vessels and their owners would simply go out of business. 

While I am 100% for emissions control and protecting our
environment, it doesn't make much sense to target a few 100
recreational boats in california as a source of significant
pollution, when 1000's of massively polluting super-tankers,
container ships, and other commercial vessels transit our ports
yearly. 

If indeed CARB feels the need to legislate extreme emissions
control over the fishing fleet, please at least subsidize the
transition rather than burdening the individual boat owners with
the full cost.

If it is for the costal environment that all taxpayers share, lets
let the taxpayers help make it right.
