Comment | Members of the board, I am writing to express my frustration and my outrage at your proposed regulations on commercial harbor craft such as sport fishing and whale watching vessels which operate in our state. For more than twenty years, my uncle Mr. Dan Salas has operated tour and sportfishing boats in the waters of Los Angeles and Long Beach, a thriving business that has put food on his table and his children through college. Now, your draconian, outright impossible engine regulations proposed this year seek not to cut down on pollution in our state, but to snuff out the livelihood of small businesses like my uncle Dan's all for the sake of stamping out what little pollution that small charter vessels emit. This isn't about pollution is it? It's about stamping out the little guy. If this board, this state, and its government was really interested in reigning in pollution on our coasts, why not focus on the ports, the cargo vessels with their oily industrial powerplants instead of the little guy? What you are proposing, if I have the story straight is to install a technology that doesn't exist yet in an environment that it hasn't been even remotely tested for use in and then assume that everything will be fine. I've read a lot of ridiculous things in my day and this might just take the cake. This plan eschews all logic for the sake of an agenda that supports a select few whiles ruining the many. Ever think to stop and wonder how many tourist dollars are brought in by these businesses? Ever think to consider the economic impact of stamping even briefly out a staple tourism industry in our state? In closing then I ask then that CARB think long and hard about what it wants to do. I ask that the board understand that what it's doing is not just a death sentence to a few family businesses, it's a death sentence to one of the most prolific of tourist industries in California.
