Please don't enact the Governor's proposed new regulations for
boats and passenger craft.  These regulations are unnecessary,
expensive, and commercially punitive.  They would dramatically
increase the operational costs for boat owners, especially for
those with older watercraft.  Commercial vessels will be forced to
charge higher prices for passage, driving up the costs for
operators and passengers.  Private boat owners will be priced out
of the ability to retrofit their existing boats, or purchase new
ones.

Again, please do not adopt these proposed regulations ...they
constitute an egregious erosion of the quality of life for many of
us Californians.
