Cleaning the air and environment is something all game hunters and
fishermen is a priority.  But requiring significant capital
investment in an industry all ready under pressure is not prudent
for those that make a living in the commercial fishing industry. 
There are better solutions: expedite the log-jam in the harbors
that is causing ships to stack up and pollute the air with bunker
fuel - lift the endangered species on California seals and seal
lions - they are way over-populated and decimate commercial fishing
- and just like the efforts to clean up the ports with "clean air
trucks" - the bill forced many small business owners to close down
- and only let the bigger trucking companies operate thus lowering
supply and raising transportation costs.   Good ideas not well
thought out accomplish neither good things nor leave a positive
influence.
