Sport fishing creates environmentalist natzi the npac firsthand on
the ocean. As you take that ability to funnel thousands of people
through the sport fishing industry and have them become advocates
for conservation as well as Environmental policies on the land that
affect the ocean, you are not growing your fan base but restricting
it's growth.  Please keep in mind that,just like the rest of the
world, the sportfishing industry was hit hard by the pandemic.  
Before you think of restrictions you need to let people recover
consumers and businesses.
